The only thing I really have any experience in that could conceivably be misconstrued as "fanfic" would be Pocket Books' Star Trek novels, and those have traditionally been kept under way tighter editorial lock and key than regular fanfic. Of course, restrictions have been relaxed over the last few years, so some of it might be relevant to your ideas. Maybe. Was that ANY help at all?

It boils down to "if it doesn't make it blatantly clear that it's a joke, it's impossible to distinguish a parody of fundamentalism (Nazism, what have you) from the real thing." The bird-mask guys in Pathologic (or "Executors", as I believe they're called) don't pull that crazy teleportation stuff, but they do have a habit of popping up unexpectedly and explaining the rules of the game to YOU personally, while making your character very confused. Though now that you mention "guys in bird masks pretending to be mannequins," I just reminded good old Fort Frolic down in Bioshock. Goddamn splicers.
